What Actually Changed in 2026

Two service changes, both from the PSA, both dated.

February 2026: the e-Certificate launched. The Philippine Statistics Authority launched a fully digital e-Certificate service on 25 February 2026. It covers birth, marriage, and death certificates plus the CENOMAR and CENODEATH. The document arrives as a digitally signed PDF with QR-based verification, and the PSA describes it as carrying the same legal authority as the copy printed on security paper.

August 2026: the appointment requirement was restated. In its 28 August 2026 release, the PSA states that clients are required to book an appointment through its CRS Appointment System before visiting a CRS outlet. The same release counts 86 CRS outlets nationwide plus 24 mobile outlets deployed to reach communities far from a branch.

Read together, those two facts flip the standard advice. The old instruction was "walk in at the mall branch, it is faster." The current instruction is closer to "order what you can from home, and book a slot before you plan a trip."

The practical pattern most couples land on: order the e-Certificate first because it is the fastest way to see whether your record is clean, then order the printed copy for whichever office insists on paper.

That sequence is worth doing on purpose. The e-Certificate is how you find out early that your birth certificate has a misspelled middle name or that a record needs correction, which is the single most common reason a paperwork timeline collapses. Finding that out in week one is a different wedding from finding it out in month five.

The Caveat That Decides Everything

Here is the part to read twice.

The PSA's authorised online channel states in its own e-Certificate FAQ that the digital copy carries the same legal weight as a paper certificate, and then adds that you should check with the specific institution requesting it whether it accepts an e-certificate. Acceptance is described as increasing across schools, employers, and government agencies. It is not described as universal.

For a wedding, the institution that matters is your Local Civil Registrar, and LCRs differ from city to city. Some will take a verified digital copy. Some will want the security-paper original in your hand at the window. Neither is unusual, and neither is something you can find out from a blog post, including this one.

So the honest instruction is: call or message your LCR and ask which form they accept, before you order anything. One message saves a wasted trip. The same question applies to your parish if you are marrying in a church, because the canonical requirements are set at the parish and diocese level and the parish office has its own habits.

If the answer is "we need paper," you have lost nothing. Order the printed copy through the same online channel and let the e-Certificate be your reference copy and your backup.

Book the Slot Before You File the Leave

This is the change that quietly costs couples the most.

When walk-ins were the norm, the cost of a badly planned document run was time in a queue. Now, with an appointment required at CRS outlets, the cost is a wasted leave day. Two people take time off, travel across the city, and arrive at an office that cannot serve them because no slot was booked.

The fix is a reversal of the usual order:

  1. Check the PSA appointment system for available slots first.
  2. Pick the date that actually exists.
  3. Then file your leave around it.

Not the other way around. What Still Needs Both of You, In Person

No amount of digital issuance changes these. The documents can arrive by email. The appearances cannot.

  • The marriage licence application at the Local Civil Registrar, which both applicants attend in person.
  • The pre-marriage counselling or family planning seminar, depending on your LGU's programme.
  • Claiming the licence after the ten-day posting period, per the schedule your LCR gives you.

That is the real shape of the run: the documents are increasingly a download, and the appearances are still appearances. Plan the two separately and the whole thing gets calmer.

Save Your Copies, Both of You

One small mechanic that prevents a genuinely annoying re-order.

The e-Certificate's published terms say the digital copy remains viewable in the issuing portal for 60 days after it becomes available, with the explicit recommendation to download and save it. After that window the link is not your archive. Your own storage is.

So before you order a single document, spend five minutes doing this:

  • Make one folder that both of you can open. Not one person's phone.
  • Agree on a naming pattern (document, name, month ordered) so nothing gets lost in a scroll.
  • Save every PDF the moment it arrives, and save the reference numbers with it.
  • Keep the printed copies together too, in one envelope, not two bags.

It sounds administrative because it is. It is also, for most couples, the first thing you will manage together as a legal unit, and the habit you build here is the one you will use for the venue contract, the supplier receipts, and eventually the marriage certificate that comes after the wedding.

What This Costs

As published by the PSA's authorised online channel in September 2026, e-Certificate rates run around ₱290 for a birth, marriage, or death certificate and around ₱345 for a CENOMAR or CENODEATH.   1. Message your LCR and your parish. Ask which document form they accept, digital or printed. One message, both offices.
  2. Order e-Certificates early for the CENOMAR and both birth certificates, mainly to surface any record errors while there is still time to correct them.
  3. Order printed copies for whichever office asked for paper.
  4. Check appointment availability before either of you files leave for anything that needs a counter.
  5. Save everything in the shared folder, the day it arrives.
  6. Then work the timing, using the paperwork timeline so the CENOMAR does not go stale and the licence does not expire before the date.
